Tb-doped oxyfluoride tellurite glasses are synthesized by high-temperature melting method. Densities, transmission and luminescence properties at different concentrations of Tb3+ and Gd3+ ions are investigated. The results indicate that all the samples have good physical properties, especially those with high density. Increasing the concentration of Tb3+ ions has a positive effect on luminescence property. Gd3+ ions could sensitize the luminescence of Tb3+, and the best concentration of Gd3+ is 4mol%.
